Dmoz is an Open Directory edited by humans. If a site has been included in Dmoz, that means that a human has reviewed the site and decided that it is good enough to be included in the Dmoz directory. Usually, only real quality sites are added to the Dmoz directory as all the editors work for free and pride themselves on only including the best sites on the web.
